The following Resolutions and Ordinances have been adopted by the Virginia Beach City Council in support of SWaM business participation in City contracting:
- The resolution, adopted in 2008 by City Council, was established to increase minority participation in city contracting. In 2019, the Resolution was amended with an aspirational goal of 12%, as a result of the 2018 Disparity Study.
- A Resolution Setting a 10% Aspirational Goal For Minority-Owned Business Participation In City Contracts
- A Resolution Setting a 12% Aspirational Goal For Minority-Owned Business Participation In City Contracts (amended)
- The resolution, adopted in February 2020 by the City Council, is to implement all of the recommendations from the 2018 Disparity Study.
- A Resolution to Direct the City Manager to Implement All of the Recommendations from the Disparity Study
- The resolution, adopted in June 2020 by the City Council, as a result of the 2018 Disparity Study to establish an aspirational goal for women-owned and service-disabled veteran-owned businesses in city contracting, 13.3% and 11.9% respectively.
- A Resolution Setting An Aspirational Goal Of 13.3% for Women-Owned Business And 11.9% For Service-Disabled Veteran-Owned Business Participation In City Contracts
Ordinances
Small Business Enhancement Program (SBEP) - implemented in August 2012, this program enhances subcontracting/sub consulting opportunities for SWaM businesses.
Bond Waiver/Pre-qualification Program Information
Adopted by City Council in June 2011, the Bond Waiver Program alleviates the bonding burden for non-transportation construction-related projects valued between $100,000 and $500,000.
